Ennesimo paradosso Thailandese

Siccome, forse, sono troppo addentro a quello che e' la situzione thailandese, e' sto cominciando a diventare troppo pessimista, vi chiedo quindi di commentare le due notizie che seguono.

So che molti entrano come visitatori, andiamo ragazzi, inscrivervi e' solo cinqie minuti di tempo ed e' gratis, soprattutto se vivete in Italia, sono molto curioso di sapere il vostro parere, anche poche parole ma commentatele.


PHUKET CITY: -- The tsunami direct detection buoy launched from Phuket in 2006 is inoperable because the Thai agency responsible for maintenance has not been able to replace its battery, the Gazette has learned.

The Deep-ocean Assessment and Reporting of Tsunamis (DART) buoy was put into place 600 nautical miles northwest of Phuket early in December 2006.

After its deployment, maintenance of the buoy fell to the Thai government.

Funded by the US government’s USAID program, the buoy was the first of its kind deployed in the Indian Ocean.

It is linked to a highly-sensitive pressure sensor on the seabed that measures the mean height of the water column above.

This information is relayed to a satellite that links to the US government tsunami warning center in Hawaii.

Supplied as part of US$16.6 million in funding for the US Indian Ocean Tsunami Warning System (IOTWS) Program, the buoy gave Thailand for the first time the ability to detect directly any tsunami waves before they hit land. That ability is now history, the victim of a dead battery.

According to the US Government’s National Data Buoy Center, the buoy sent out the last of its 15-minute-interval signal messages on June 16 this year.

Chotenarin Kerdsom, who heads the Department of Disaster Prevention and Mitigation Phuket Office (DDPM-Phuket), confirmed that the buoy’s battery is dead.

“The original battery was designed to power the unit for one year, but fortunately it ran for two years. If we install a new battery it will resume sending its signals,” he said.

The National Disaster Warning Center (NDWC) that is now responsible for maintaining the buoy has yet to get budget approval to install a new battery, he said.

“They will have a chance to get a budget in fiscal 2010, but it will require approval from the Budget Bureau,” he said.

The buoy is not under Thailand’s complete ownership. The signals it transmits are first received at the US Government’s Pacific Tsunami Warning Center in Hawaii before re-transmission to Thailand, Mr Chotenarin explained.

The battery required is not expensive, but the mission to replace it would require a budget of at least 10 million baht, he said.

The buoy is in international waters and the round-trip mission would take at least five days using a large ship, preferably under escort of a Navy vessel to protect it from pirates, he said.

Until the existing buoy gets a new battery, the NDWC will have to rely primarily on seismic information when deciding to issue a tsunami alert, he admitted.

Dunque, dopo lo Tsunami e' stato approntato tutto un sistema per allertare in tempo tutte le nazioni che possono essere colpite dal prossimo( di cui parleremo piu' avanti).

Il costo globale dei sensori posizionati nell' oceano, il satellite, il centro di ricerca che elaborano questi dati sono costati " 16,6 MILIONI di DOLLARI.

Allora la Thailandia non ha ovviamente pagato niente, so' poveri quaglioni, il costo se lo sono sobbarcato tutta una serie di enti tra cui quelli governativi AMERICANI.

Il 16 giugno la batteria del sensore che rileva' i dati delle onde per la costa Thailandese e li manda al satellite si e' scaricata, doveva durare un' anno ma per fortuna e' durata due....e qui' il problemone.

I thailandesi, che non hanno una lira....si va bene qualce centinaio di milioni per organizzare summit li trovano, ma per mandare una barca a sostituire la batteria no!!!

Perche' il costo, dicono, non e' nella batteria stessa, ma la barca che dovrebbe andare a cambiarla.

Parlano di 10 miloni di bath (200.000 euro) per organizzare una missione del genere...e qui' mi chiedo perche'...perche'...perche' devono raccontare certe stronzate perche'....hanno navi militari ovunque impegnate in niente, perche' nemici non ce' ne sono, hanno unita' navali civili a bizzeffe.....200.000 euro per mandare una nave a qualche decina di chilometri dalla costa aprire uno sportello, cambiare una batteria e tornare indietro lo stesso giorno!!!!

Insomma gli hanno regalato un sistema da 12 milioni di euro circa, REGALATO e loro non vogliono spendere quello che nella realta' sara' poco meno di 2 0 3.000 euro per tenerlo attivo!!!!!!

E cosi' amici miei il prossimo Tsunami, se mai dovesse arrivare, lo saprete quando ormai le onde alte 10 metri saranno in prossimita' della costa...ma tanto qualche turista e thailandese in meno non fa' differenza....anzi piu' morti piu' case liberi e terreni nuovi da edificare...e decine di milioni di euro di aiuti che ovviamente finiranno nelle tasche di chi non e' stato colpito, capito mi hai?

Ma la natura ovviamente non segue i ragionamenti Thai e va' a ritmi suoi, ma sembra che gia' abbia dato un avvertimento che e' meglio rispettarla, ed avere i sensori che funzionano:

JAPAN-QUAKE/ (URGENT)

TOKYO, Aug 11 (Reuters) - A strong earthquake with a preliminary magnitude of 6.6 jolted eastern and central Japan on Tuesday, a government agency said, rattling houses in Tokyo.

The quake, which struck at 0507 a.m. (2007 GMT, Monday), prompted a tsunami warning for waves of up to 50 cm (20 inches) for parts of the Pacific coast, the Japan Meteorological Agency said on its Website (www.jma.go.jp).

A highway was closed and a Chubu Electric Power nuclear power station at Hamaoka shut two units for safety checks.

The focus of the tremor was 20 km (12 miles) deep under Shizuoka prefecture, around 150 km (90 miles) southwest of Tokyo, the agency said.

C'e' stato un terromoto in giappone con epicentro nel centro del giappone a 150 km da Tokyo, abbastanza forte 6.6 di magnitudo che ha fatto tremare le case anche a tokio, provocato onde di 50 centimetri e insomma lievi danni...e quindi? che ce ne frega a noi del giappone?

Questo significa una cosa....che i centri sull' oceano pacifico possono monitorare la situazione in generale, attraverso poi le informazioni date dai singoli sensori posizionati sulle coste possono dare previsione accurate e dare il tempo di evacuare alcune zone dove si ha una situazione di pericolo maggiore seguendo lo spostamento delle onde.

E qui' entra in campo il famoso sensore della notizia precedente...quale sensore? a si quel coso che senza una batteria non e' che un pezzo di latta....ma si la spesa di 200.000 euro( buffonata) e' gia' nel bugget del 2010 se mai poi l'approveranno....bhe prima i nuovi aerei da combattimento alla difesa, gli A380 alla Thai Air, poi ci sono le ville da regalare ai ministri, e poi.....poi....poi...a si quella vaccata di robo in mezzo al mare...ma a che ci srve mica ci guadagnamo soldi....sensore satelliti ma che roba sono?

Bene che arrivino le onde alte...apriamo una bella scuola di surf a phuket!!!!
